Working as Designed - Angler quest rewards don't seem to be working as intended - Duplicates are constantly rewarded and decoration items never seem to drop

I'm working on researching all items on a Journey Mode character, and some of the last items that are causing an issue are four of the angler's decoration rewards from quests. I've done 600 quests at this point, and the only rewards I've received in the last 400-500 have been accessories, tools
